USAID and India’s Ministry of Finance have established a Partnership of nearly 40 Indian and multi-national organizations with the aim of expanding access to, and use of, digital transactions by low-income consumers. Since its launch, the Partnership has undertaken foundational consumer and merchant research, and identified policy changes and operational/business innovations that can help drive merchant acceptance in the marketplace.   Going forward, the objective is to foster the collective action of the Partnership members, and design and implement scalable solutions to accelerate merchant acceptance in India with an emphasis on reaching low-income populations. A standalone and independent organization has been established to lead and manage this initiative. This entity is called Catalyst. Catalyst will adopt a specific geography based approach and, in partnership with government and private sector stakeholders, seek to implement financially sustainable “cashless ecosystems” that can be replicated and scaled across the country.
